Where couples get confused

Most couples don't realise the beach ceremony their resort sells is often symbolic - the legal part is a separate Registro Civil act with blood tests and 4 witnesses.

The rules

Legal ceremony for visitorsOfficial ✓
yes
Only civil marriage by the Registro Civil is legal; church/symbolic ceremonies alone are not. Rules vary by state.
Residency or waiting timeOfficial ✓
No residency requirement for foreigners marrying foreigners (tourist status OK). Playa del Carmen lists 20 business days to resolve; book well ahead.
Required documentsOfficial ✓
Passports + proof of legal stay; application and 'cartas protesta'; prenuptial medical certificate with lab results (valid 15 days, done in Mexico per US consulates); certificate of not being a delinquent child-support debtor; divorce decree if divorced (divorced people may have to wait 1 year in some states).
Apostille / translationOfficial ✓
Birth certificate apostilled + translated by a state-certified translator (Playa del Carmen: only needed if you want parents' names on the certificate). US consulates say all US documents need apostille + official translation.
Blood or medical testOfficial ✓
Yes - lab tests/medical certificate done in Mexico (US consulate pages; Playa del Carmen lists a medical certificate with lab results). A press report says Quintana Roo dropped mandatory tests in 2026 - unverified.
WitnessesOfficial ✓
4 (two per partner) with photo ID (Playa del Carmen; Ciudad Juarez); 2 in Sonora
Who officiatesOfficial ✓
Civil Registry judge/official (Juez del Registro Civil)
Same-sex couplesSnippet / semi-official
Legal in all 32 states since Oct 2022 (CNDH / Tamaulipas Congress, snippet). Note: UK FCDO page still says 'civil unions' - looks outdated.
Recognized in the US, Canada, UKSnippet / semi-official
US: generally valid if valid where performed; confirm with your state Attorney General (State Dept). Canada: usually valid if legal where performed, no need to register (travel.gc.ca). UK: no general statement found on gov.uk - unverified.
Government feeOfficial ✓
MXN 7,625 (in office) / MXN 8,212 (outside office) for foreigners, Playa del Carmen 2026 (65 / 70 UMA). Other municipalities differ.

⚠ Pitfalls and scams to watch

Resort 'symbolic' ceremonies are not legal marriages; medical tests must be done locally within 15 days; divorce-wait rule; translations must be by a Quintana Roo-certified translator; every municipality sets its own fee.
